SB 409: Linking water supply and local land use planning

California has established tighter links between the availability of water and approval of developments, but mainly at the individual project level. SB 409 (Kehoe) would have required closer linkage at the general plan level, by requiring that a general plan’s discussion of water supply and land use planning is more closely linked.
